Federal data indicates that the vast majority (around 95%) of human trafficking defendants are U.S. citizens, and a large share of victims are also citizens. The current enforcement strategy, which often focuses on arrests for prostitution (who are often victims) or highlighting foreign-national status, is criticized for diverting resources away from prosecuting the main drivers: domestic traffickers and sex buyers.
